A proposal to build up to 175 houses west of Tye Common Road and south of Blunts Wall Road (Billericay Town FC).

Summary of proposed development

These are some points taken from the planning application.

Please note that this is an outline application so the following is indicative. The final design could change at a later date other than the area of the site and the access point, as those are fixed if outline permission is granted.

1. Access from Tye Common Road midway between Fairfield Rise and Cherry Trees.
2. 175 houses (2-5 bedroom)
3. 50% affordable housing
4. 3.99 hectares of public open space (of a total site of 8.95 hectares)
5. Contributions towards highways, public transport and health facilities (we assume this will be based on what Essex Highways and the NHS request).
6. There are no stated improvements to Tye Common Road or the junction with London Road.
7. Mention of a new bus stop (but no bus services currently operate along Tye Common Road!)
8. New Zebra crossing on Tye Common Road adjacent to site.
9. No mention of contributions towards education.
10. Claiming grey belt.
11. The application proposes that the mandatory minimum of 10% Biodiversity Net Gain (BNG) will be exceeded by creating new habitats on site.

Observations on the proposed housing and layout.

1. It’s not totally clear if the 2-bedroom properties will be flats or houses.
2. The bulk of the 2 bed (74 out of 89) would be affordable housing for those that qualify, leaving 18 on the open market.
3. The housing to be on the open market would be primarily 3 bed (48 out of 58) & 4 bed (20 out of 24). The 5 bed (just 4) would also be on the open market.
4. The final housing mix would be agreed at the reserved matters stage if outlined permission is obtained now.
5. The housing heights are 2 and 2.5 storey with the 2 storeys being around the perimeter of the site.
6. The public open spaces are around the attenuation (flood) ponds although the suggestion is that these will be mainly dry and grassed to provide leisure areas.
7. No public footpaths cross the site so the open spaces can only be accessed through the estate roads and paths from Tye Common Road or Blunts Wall Road.
8.  There is only one vehicle access point being from Tye Common Road.

Points to consider when objecting

​​1. Green Belt. The area (BI15) in the 2025 Green Belt study contributes strongly to Green Belt purposes a & c. It should not be considered grey belt due to purpose a. (Purpose c is not used to determine grey belt).

2. Loss of productive arable land and associated jobs.


3. Traffic impacts on already busy Tye Common Road and London Road junction. Traffic regularly queues back to the site location today.


4. Increased traffic and safety issues due to on road parking on Billericay Town match days & evenings, and training sessions.


5. No current public transport along Tye Common Road.


6. An unsustainable edge of town location that will inevitably be car dependent. It is around a 15–20-minute walk to the nearest schools, doctors, dentists and supermarkets, and a 25-minute walk to the rail station. It is on the edge of the distance where people will drive instead of walk.


7. Impact on already full or stretched schools, doctors, and dentists.


8. Environmental impacts on open farmland and adjacent brook. The loss of breeding habitats for red-listed Skylark is admitted in the application documents.


9. The planning application appears to be weak compared to others when it comes to the funding and delivery of key infrastructure such as highways improvements, public transport, health facilities and schools. There are no clear details in this regard. No new services are being proposed within the site.


10. High potential for increased rat-running through Fairfield Rise, Romney Road, and Rushdene Road to avoid congestion at traffic lights.


11. There is no footpath on the western side of Tye Common Road adjacent to the proposed development. The introduction of a zebra crossing presents a safety concern on what is a busy road, especially when there is on-road parking on match days limiting visibility at the proposed crossing location.
