Basildon Local Plan Consultation 18.3
The consultation is open until the 16 January 2026. THE CONSULTATION IS NOW CLOSED
This is our last chance to comment on the content of the Local Plan. It is a very important document that will shape the future of our borough in every aspect. Please take time to make your views known.
You do not need to do every part of the consultation, just focus on the parts that are of interest to you.
You do not need to do all of it in one go. You can dip in and out as you like. We suggest that you complete a chapter each time, or comment on one of the proposed housing allocation areas, and come back later to do others.
Due to the wide scope and format of the consultation it is not possible to provide you with guidance on every section but we will add some further thoughts and ideas here as appropriate.

Evidence Base
In addition to the information contained on the consultation system, an evidence base to support the emerging Local Plan can be found here.
It is largely technical information but may provide additional information to assist you with you consultation response.

How the consultation is structured
When you access the consultation system the first screen will look like this.
Click on the Log In top right corner to register.

Think of the Local Plan as a book made up of chapters and some pictures.
In fact, the whole book can be read and downloaded here
For the consultation, the book has been taken apart and each chapter is set out on the screen. There are 14 chapters. Three are under Parts 1 & 2, (Chapters 1-3) and the other 11 are under Part 3 (Chapters 4-14). See image below.

Each chapter sets out a number of policies which will guide development in the future.
You can read each chapter separately and in any order.
When you open a chapter you need to read what it says and answer some questions. You can make comments too. You can also download that chapter as a file to read later but you need to answer the questions online.
You don’t have to read all the chapters or answer all the questions.
The image below shows chapter 4 as an example. You can read it by either opening the pdf file or scrolling through the reader below.

In addition to the chapters, there are a number of H policies you can comment on that refer to the development allocations which are the sites where housing is being proposed. There are towards the bottom of the consultation Home Screen. There is also an interactive map showing where each allocation site is located.
Like the chapters, you read the ones you’re interested in, answer some questions and make comments.
The ones most pertinent to Billericay are H1, 2, 3, 4, 6, 7, 30, 31 & 33. (note - there is no H5). These are all Green Belt.
The sites at Steeple View (H12) and Noak Bridge (H22 & 26) may also be of local interest.

Three key areas to comment on
The Local Plan consultation covers many areas but if you are short of time, or just want to address what we consider to be the key areas, then please consider (1) the housing numbers (2) the resulting direct impact on the Green Belt and (3) the inevitable pressures on infrastructure.
We have covered these in the articles that can be accessed by clicking on the links below.
