Local Plan Overview
The Local Plan is a set of Policies that is used together with national planning Policies (defined in the National Planning Policy Framework) to determine how development in the borough will take place in the future.
The Basildon Local Plan covers the 20 years from 2023 to 2043. The expectation is that all housing proposed in the plan will be delivered within that period.
The Local Plan is much more that just a number of houses and where they can be built, although that is the major driving factor. The Policies also define the type of houses, infrastructure requirements, open spaces, town centres, environmental requirements and other aspects that are need to support development in the local area.

The Local Plan is a living document in that it will be updated as required, perhaps due to changed national policies, and it must undergo a formal review every five years. A those reviews it is possible that new housing, and therefore land, will be required to meet new Government housing needs targets.
At very high level the Basildon Local Plan proposes the following core elements as defined in Strategic Growth Policy SG1.

- 28,430 new dwellings (Policy HOU1)
- of which 10,240 are to met the affordable housing definition (Policy HOU2)
- of which 18,305 will require the release of the current Green Belt (Policies H1 to H29)
- 320 new Gypsy & Traveller pitches (Policy HOU4 & HOU7)
- 14 Travelling Show people pitches (Policy HOU5 & HOU7)
- 135 hectares of employment land (Policies EMP1)
