Issues & Options Consultation Report
In summer 2023 Basildon Council held an Issues & Options public consultation for the new Local Plan. Many of you no doubt took part.
It covered a number of high level and wide reaching themes.
The consultation is now closed but can still be found here:
basildonlocalplan.commonplace.is/
This was a formal consultation as part of the plan making process, the aim being to gather the views and insights of local residents and other interested parties (including landowners and developers) to guide the policies and strategies that will shape the future of Basildon Borough. The comments submitted would be used by the council to inform the first draft of the Local Plan which is expected by the end of 2024. That draft plan will show, for the first time, the sites being allocated for future development. There will be another public consultation at that stage.
A report on the Issues & Options consultation was approved in March 2024 from which we have extracted the pages below for ease of reference.

Key Observations
- Most people want to see the Green Belt protected.
- Urban expansion or densification (brownfield) is the preferred way to meet housing need.
- Adequate infrastructure provision is essential.
- New schools or health facilities are only assured where there are very large housing allocations of 5,000-10,000 houses (in effect new towns).
- Development should be centered where good infrastructure exists already, especially transport.
- The plan should have an earlier start date than 2027 to capture any speculative development approved in the meantime.
Only time will tell if Basildon council embrace these points but it’s something we need to keep a very close eye on. There is little point asking people for their views but ignore them. We may need to keep them honest!
