This proposal concerns the Local Plan period which is currently stated as the 15 years from 2027 to 2042. The council plans to use the next 4 years to create the new Local Plan and aims to have it examined, approved and adopted by the end of 2027. It will define the scale for development in the borough from 2027 onward.

We strongly believe that the Local Plan start date should be much earlier, say 2024, such that any development approved or completed over the next few years is counted towards the target in the Local Plan, and that such development is considered to be part of that plan to ensure that adequate infrastructure is provided under a cohesive infrastructure delivery plan.

There is a real risk with the proposed 2027 start date that a considerable amount of speculative development, much of it in the Green Belt, will be approved over the next 4 years and will be outside of any comprehensive planning and that any infrastructure will be piecemeal and not adequately address the totality of development. 

We therefore suggest that that the response to the first question in this section asking if the plan period should be 2027 to 2042 is to say NO, with the second question being answered by selecting the first option for an earlier start date.
