REDROW PLANNING APPLICATION - CALL FOR ACTION

February Update

Another planning application has been submitted by Redrow Homes and M Scott Properties for a roundabout on London Road, roughly opposite Greenleas Farm.

Like the previous Redrow application as detailed below, we consider this new application to also be inappropriate for largely the same reasons. It is premature in terms of the emerging Local Plan and relates to land that is currently designated and protected as Green Belt.

The roundabout serves no other purpose than supporting development and forming part of a relief road in a Local Plan that has yet to be proved sound.

We encourage residents to submit objections quoting planning application 20/00148/FULL, using the same methods as set out below.

The deadline is 2 March 2020.

Redrow Homes have submitted an outline planning application for 540 homes on the land west of Mountnessing Road and north of London Road. See map below.

We need your help by submitting an objection to this application. We thank you in anticipation for your support.
Green Belt
This should be an ‘open and shut case’ for Basildon Council – the land is Green Belt.

As such it has protections from development under the National Planning Policy Framework (NPPF) and there are no “very special circumstances” to justify development.

Basildon Council has a commendable history of upholding Green Belt policy under both the national guidelines and it's own policies and should continue to do so by rejecting this planning application.
Local Plan
It’s true that the draft Local Plan intends that Green Belt protection be removed so the land in question can be used for housing.

The proposed Local Plan has many flaws so it is far from certain that the independent Planning Inspector will allow the Council to include this land in their final Plan – so Green Belt protection remains unless and until the area is included in the version of the Local Plan the Council finally adopts. This might be years away.
 
We can still fight for a better Local Plan for the residents of Billericay; one that preserves Green Belt, that best meets our local needs, delivers the homes that our community really needs, properly addresses affordability, provides all the required infrastructure, and promotes environmental concerns such as biodiversity, landscape and accessibility.
Making Objections
We therefore encourage residents to object to this planning application primarily due to the Green Belt status. The application is very premature and for the Council to approve would set a poor precedent.

The deadline is 30 January 2020 for the general public and 3 February 2020 for site ‘neighbours’ that received a letter from the council.

There are 3 main ways to submit an objection;

1. Register for the Council’s Planning Portal and submit your objection via that portal against application reference 19/01725/OUT. For help on how to do this please see here - How To Object On-line

2. By email to planning@basildon.gov.uk clearly stating application reference 19/01725/OUT in the subject field and including your full contact details (name, address and phone number).

3. By letter to the following address and again make sure you include the reference 19/01725/OUT and your full contact details.

Where does this site fit in?
This map shows the Redrow site as one of the four proposed for south west Billericay. The other sites being proposed in the draft Local Plan across Billericay are also shown. The total is for nearly 3,000 new homes.

Only build houses to give local young people a chance of a home. We don’t need thousands of houses.
Brexit and controlled immigration should reduce the pressure on housing.
Building thousands of houses will go against the government carbon targets. Think of the extra cars polluting our environment if we have all this building,
Basildon council should introduce a zero target for carbon emissions which is another argument against the building plan.

Petejay, It is a fact that we do need many homes for our younger generation, many of the younger generation are struggling to find homes. Brexit will not affect the pressure that is occurring for new homes. When talking about carbon emissions the UK has one of the smallest carbon footprints whereas China which is an emerging economy with a enormous amount of CO2 being produced. Another point is that, the USA from 1979 - 2013 has produced 28% of the worlds CO2 emissions. Talking about CO2 emissions in Billericay is an irrelevant point.

1. We do not want the Green Belt we have left to disappear.

2.. The fact that there are already not enough schools or doctors to cope with existing population the whole plan is not sustainable.

3. It is already impossible to get a seat on the train during the rush hour that is if you can get on the train in the first place

Frank woods, building new houses is not going to affect the train issue.
I would like to inform you that the population is rapidly growing, so if housing aren’t going to built then where will everyone live? Unless you introduce a “one child per family” scheme then there is no way of getting away from the fact that the population will continually GROW.

We desperately need more affordable housing for are expanding population. This would be a perfect place. Housing going up everywhere around this land which is not being farmed to its potential.
