Soundness

The Regulation 19 public consultation is all about testing the soundness of the Local Plan, that is, has it been prepared according to the rules and is it consistent with national planning policies (the NPPF)?

BAG believes that there are number of key aspects of this Plan where that is not the case – it is not sound. An outline of the main issues, based on the advice of our professional consultants, can be viewed by clicking on the following links. These pages provide ideas and background, but should not be simply cut and pasted into individual responses, because identical inputs can be counted as only one response.

The general principles of soundness are explained here.

The Tests of Soundness

We believe that there are 5 'Big Ticket' items where soundness can be challenged;

Lack of Meaningful Consultation

Lack of Sustainability Analysis for Housing Development

Inadequate Analysis of Traffic Effects

Inadequate Analysis of Effects on Commuting

Exceptional Circumstances Justifying Green Belt Loss?

Responders may of course elect to comment on other aspects of the Local Plan beyond these ‘Big Ticket’ items e.g. individual development sites, employment, education, health etc.
