How to respond to the Regulation 19 Consultation
The Regulation 19 Public Consultation period started on 1 November and will run until 17 December.
Please read this section for information on how to respond.
BAG opposes the Basildon Local Plan because it sees no benefit for Billericay or for Billericay residents, and believes that it will result in a deterioration of the quality of life for current and new residents alike.
BAG is urging all its members, and the public at large, who agree with that assessment to respond to the Regulation 19 consultation, and is providing help and guidance as to how to go about that.

Completing the Response Form
The Form is presented as a ‘booklet’ and contains guidance notes but we have extracted some important points below.
It's 20 pages but you do not have to complete it all. It contains enough pages to comment of 5 items in section B. You can comment on just one item.

Everyone must complete and return Part A once – anonymous responses are not accepted.
Part B must be completed for each individual topic commented on. This might be just one topic, but there is no maximum to the number of comments that can be submitted. We are advised that is best to stick to a limited number of significant subjects. The booklet allows for 5 topics to be commented on, but more can be submitted by using further booklets. There are 6 questions to be answered for each response topic.
Please do not overlook Parts C, D & E at the end of the form! Guidance on those parts is below.

Part B Question 1 requires a reference to the particular section of the Local Plan you are commented on.

Part B Question 2 requires two boxes to be ticked
Saying that the plan is not legally compliant is difficult unless you have good evidence.
However, as you are no doubt completing the form to tell the Council that you are not happy with some aspect of the Local Plan, you are in effect telling them that you believe it is not SOUND.
***Our recommendation therefore is to tick the LEGALLY COMPLIANT YES box and the SOUND NO box as shown by the red ticks in the image above***

We have to admit that this is the most technical question but please do not give up at this point! We have included the Council's description of the 4 Soundness options as circled in the image. You need to decide whether the point you are making comment on falls into one of the 4 categories. But if you are not sure... ***Our recommendation is to tick either the Justified or Effective boxes. Do not leave these boxes un-ticked.*** |
Part B Question 3 is where you put in an explanation of what you think is wrong with the Local Plan.

Part B Question 4 is where you put in an explanation of what you want to see changed in the Local Plan to make it more sound.
This could repeat some of what you put in your response to question 3.

Part B Questions 5 & 6 are where you indicate whether you want to speak at the examination.
This is a personal choice. Not all residents get a chance to speak to the Planning Inspector at the Examination in Public but if you feel strongly about a matter then please consider your reply to these questions. The examination is likely to take place early next year.
